As part of our continuing efforts to improve internet service, We introduced measures designed to make Internet experience as enjoyable as possible. As we all share the benefits of participating in the global Internet network, abuse by a small number of users can often result in degradation or loss of service for others. For example, leaving a computer downloading/uploading files day and night definitely qualifies as network abuse under the terms of the User Agreement.

In order to tackle network abuse, We launched an initiative that will improve service to our customers in a number or ways. This initiative is designed to. Balance the network performance, resulting in improved access to the Internet for our customers.

Provide tools so that customers can monitor and control the use of their Internet connection. For customers that use their Internet connection in a way that degrades Internet experience for others, we will be forced to administer and balance the traffic passing to and from their computer. This balancing of Internet connection throughput applies only to customers who transfer more than 5 gigabytes (or 'GB', billions of bytes) of data for the previous 30 consecutive days. This balancing will be maintained until the usage of that particular Internet connection returns to normal

ModemThe technology being used to operate the network is also critically important. Today, there is plenty of commercial quality router, switch, and modem technology available from companies whose business is to make that equipment. Any provider still relying on their own internally developed equipment is doing you a disservice. You deserve the benefits of leading edge, production technology, not aging hardware that has been contorted into a use never intended by its designers.
Sometimes a provider can have a bad case of "Not Invented Here" syndrome. This is a sure sign of long term problems. Remember, you are buying a service. The provider of this service should be using the best available technology to deliver this service. They should not use the service as an excuse to use surplus equipment and technology. The recent popularity of Internet connectivity has some strange bedfellows offering connectivity services. Again, ask yourself who you think has the better incentive to make a network connection work and keep working: the researcher who gets paid regardless of whether it actually works or the commercial supplier who only gets paid if it's working?
